Tim Penix

Tim Penix serves as Vice President of the Syracuse Educational Opportunity Center at Morrisville State College, where he oversees all operations of the comprehensive urban workforce development facility, including academic affairs, business affairs, enrollment management, and student support services. With over 25 years in higher education administration, Tim has helped transform the Syracuse EOC from a GED-focused program into a regional workforce development hub, creating industry-specific training programs in healthcare, advanced manufacturing, information technology, and skilled trades that serve over 800 students annually.

As Co-Chair of the Community Engagement Committee for Micron's historic Central New York investment, Tim ensures that semiconductor industry opportunities reach all communities across the region, building pathways that connect underserved populations to high-wage manufacturing careers. He co-chaired the development of the Central New York Alliance for Economic Inclusion, a five-county initiative aligning economic development investments with workforce training and poverty reduction strategies.

Tim's commitment to regional workforce development extends to numerous leadership roles, including President of the Association of Educational Opportunity Center Directors, President of the Council of Educational Opportunity Program Directors, Executive Committee member of the CNY Regional Economic Development Council, member of the New York State Fair Advisory Board, and member of the CenterState CEO Executive Board. A lifelong Central New York resident, Tim lives in Syracuse with his wife and three children, remaining deeply committed to creating equitable economic opportunity throughout the region.
